Several hundred people gathered in an Arlington, Va., hotel just a block from the Pentagon on March 27 to listen to Jim Woolsey, the former CIA director, talk about energy conservation. It was the first in a series of seminars organized by the Pentagon’s Office of Force Transformation and acquisition office, headed by Ken Krieg, to address the problem of the nation’s “addiction” to oil, as President George W. Bush put it in his State of the Union address in January.

Department of Homeland Security
The US Coast Guard is the largest organizational element in the Department of Homeland Security, both in number of facilities and in annual energy consumption. It operates more than 30 million square feet of facilities, 72 percent of the total DHS facility space, and consumes 71 percent of the total energy consumed annually by DHS non-exempt facilities. The USCG has had experience with renewable energy installations, including solar-electric installations in Petaluma, CA and Puerto Rico; solar-thermal installations in Hawaii, San Francisco, and Boston; a wind generation project in progress at Kodiak Island; and a potential landfill gas project at the USCG Yard in Baltimore.
